Tulio Augusto Rubio

It is with deep sorrow that we announce the passing of our beloved husband, father, and decorated veteran. Tulio Augusto Rubio departed this life on September 10, 2025, at the age of 87 in Burlington, NC. Born in Iquitos, Peru on January 29, 1938, Tulio Rubio was a decorated soldier and patriot, a devoted family member, and a dear friend to many.

Tulio began his distinguished career in service, attending the Peruvian National Military Academy. He immigrated to the United States in 1964 establishing himself in Chicago, Illinois. Soon after, he was drafted into the U.S. Army, where he honorably served his country in the Vietnam War. His service continued for 31 years on active duty and in the Army Reserves, where he rose to the rank of Sargeant First Class. Of the many roles he held, he was most proud of his time as a Drill Sargeant.

After his military service, Tulio made his home in Tacoma, Washington, where he and his wife Angelica Rubio, were married for 42 years. They raised two children, Juanita and Edward. Tulio pursued his education at Tacoma Community College, earning his degree in civil Engineering. He went on to work for the Washington State Department of Transportation for over 25 years, a role he approached with immense passion and pride. He found great pleasure in discussing the intricacies of concrete and would often share his expertise with anyone who would listen; frequently commenting on the conditions of roads he traveled. He also took pride in being selected as one of the lead engineers for the construction of the new Cable- stayed bridge aka “Papo’s Bridge” as named by his grandson Joshua Hughes.

Beyond his professional life, Tulio was a dedicated and enthusiastic sportsman. He was a lifelong soccer fan, player and coach, participating in many local club teams around the world, late into his adult life. He also enjoyed playing coed softball with his daughter on a work team for many years. Another accomplishment he particularly liked to discuss was his running and completing of The Sound to Narrows, a 7-mile run with many hills around Pt. Defiance Park. He was very proud of his family.

Tulio spent his life exemplifying kindness, and unwavering commitment to loved ones. Known for his infectious laughter, comedic spirit and calm nature, Tulio touched the lives of all who knew him.

He is survived by his loving daughter, Juanita of Elon, NC (Steven), Son Edward of Tacoma, WA, grandson Parker Rubio of Tacoma WA, beloved niece and nephew Kelly Sabell of Victoria, British Columbia, Canada, George Anderson of Calgary, Alberta, Canada, and loving companion for 12 years, Elena Mejia of Lima Peru. As well as many friends and colleagues who will forever cherish his memory.

A military memorial service honoring Tulio Rubio’s life will be held on September 14, 2025, at 3pm at Lowe Funeral Home and Chapel. All who knew and loved him and his family are welcome to attend and honor his legacy.
